Why do inmates only make collect phone calls?

Inmates are only allowed to contact people who wish to have contact with them. Collect calls ensure that only people who want calls from the jail actually receive them.  If you wish to provide money to an inmate for calls you may go to Paytel to add money to an inmates account.
