Public
Works Mission
and Responsibilities
The
function of the Public Works Department is to provide
overall coordination and direction to five separate
but cooperating divisions (Engineering, Roads &
Bridges, Sanitation, Clean & Beautiful),
and to interact appropriately with various other
state, federal, and local agencies.
This
Department is responsible for all facets of Road
Maintenance and Construction, Engineering and Design,
Plan Review and Project Inspection, Solid Waste
Collection, and Recycling.
Primary
Responsibilities & Programs:
-
Preparation
of lists and recommendations, for Board of
Commissioners review, for services, purchases,
contracts, programs, etc. regarding any phase of
Public Works Department activity.
-
Preparation,
administration, and monitoring of departmental
budgets.
-
Handling
of citizen complaints and inquiries and/or
referrals to other departments and agencies.
-
Coordination
of efforts from federal and state agencies that
are directly related to the operation and mission
of Public Works.
-
Provision
of civil engineering services as required by any
county department.
-
Oversight
of various ongoing contracts and projects.
-
Participation
in ongoing development, review, and examination of
site development plans.
-
Development
of bid specifications and oversight of bidding
process for capital items.
-
Preparation
of various reports and documents for consideration
by the Chairman and the Board of Commissioners.
-
Oversight
of purchasing, personnel, policy, procedure,
budget and public relations matters for all
divisions of Public Works.

Roads and
Bridges Updates

Intersection
Improvements
The Jimmy Daniells
Road at the SR 316 intersection has been re-opened
for traffic. There will be intermittent
traffic restrictions during the remaining work for
the traffic signal and for overlaying the road.
This work is expected to be completed by June 30,
2008.
Road Resurfacing
Preparations are being
made for the repair and resurfacing of Great Oaks
Drive (0.32 mi), Ashland Drive (0.9), Old Salem Road
(2.9), Hilltop Road (0.2), Pine Hill Road (0.15),
Robin Hood Road (1.75), Spring Hill Road (0.15),
Grayson Lane (0.55), Echo Brook Trail (0.25), Debi
Court (0.05), Daandra Drive (0.68), Oliver Bridge
Road (3.5), Spartan Lane (0.6), Mason Mill Road
(0.6), and Rays Church Road (2.2) for a total of
14.8 miles. This work is scheduled to begin in
May and expected to be completed by July 1, 2008.

Roads & Bridges
Mission and Responsibilities
The essential mission of the Roads &
Bridges Department is to repair and maintain all County primary roads and
residential streets and rights-of-way, as well as traffic signs and signals
and storm water drainage.
Primary Responsibilities:
-
Major Road repairs done in
preparation for resurfacing, with and without GDOT assistance.
-
Pothole and surface repairs
to all County roads and streets.
-
Grading, graveling, and
improving dirt roads in preparation for asphalt surfacing.
-
Maintenance and repairs to
surface drainage ditches, pipes, and culverts.
-
Maintenance of grass, trees,
shrubs, and general condition of County rights-of-way.
-
Placement, repair, and
maintenance of traffic signs and signals.
-
Maintenance and repair of
side and center striping on all County roads.
-
Removal of litter, dead
animals, and other debris from County roads.
-
Operation of County vehicle
fueling facility.
-
Repair and maintenance of all
departmental vehicles and equipment.
-
Winter snow and ice control
as necessary.
-
Response to citizen requests
and problems.

Increase
citizen awareness and understanding of the need for individual environmental
stewardship and offer opportunities for public involvement in environmental
programs and projects.
Who
we are and What we do: We
are a certified affiliate of the National Keep America Beautiful, Inc., a
non-profit organization headquartered in Stamford, Connecticut. We are
also a member of the state Keep Georgia Beautiful affiliate program under the
direction of the Georgia Department of Community Affairs. There are
fifty-seven affiliates in Georgia. Twenty-one states have statewide
programs.
Our commission consists of twelve volunteer members who are appointed by the
county board of commissioners to staggered three year terms. We also
have auxiliary members who volunteer to help on a part-time basis. Responsibilities:
Develop
and execute environmental and educational outreach programs designed to
increase citizens awareness and understanding of the need for individual
environmental stewardship.
Provide supportive
educational materials for county programs such as Litter Control and
Abatement, Solid Waste Management & Recycling and Beautification
Projects.
Conduct environmental
& recycling programs and projects.

Sanitation
Mission and Responsibilities
The essential mission of the Sanitation
Department is to provide an effective and efficient method of disposal of
household solid wastes for County residents, and an effective method for
recycling common waste products for which cost-effective markets exist.
Primary Responsibilities and Programs:
-
Operation of six (6) Garbage
Collection/Recycling Centers. For operating hours click
here.
-
Sale of garbage bags (blue
bags - the only ones accepted at the centers) to Oconee County residents
for disposal at the centers. Bags cost $1.00 for a 25 gallon blue
bag and $2.00 for a 33 gallon blue bag.
-
Distribution of authorized
garbage disposal bags to local retailers and handling and accounting for
resulting revenues.
-
Disposal of bulk garbage
(brought in on trucks) at the former county landfill site (Highway 441
Collection/Recycling Center). Garbage fees are $55.00 per ton, with
$5.00 minimum. Yards waste fees are $23.00 per ton with $5.00
minimum. This
service is available only to Oconee County residents.
-
The collection, sorting,
handling, and disposal of several types of recyclable wastes (glass,
newspaper, metals, white goods, tires, etc.) at the six centers.
-
Daily coordination with the
County's private contractors: Waste hauler Roll Off Systems
disposes of solid waste and Oconee Waste Transport handles the recyclables from the
collections centers and directly from County buildings and installations.
-
Performs financial,
accounting, and personnel duties for a large full and part time staff.
-
Responds to citizen requests
and complaints.

If
it can't be recycled or reused:
- Old sofas &
mattresses (brown goods) must be taken to the
Old Oconee landfill site on 441 South (Fee/wt.);
- White goods
(old appliances/scrap metal) can be taken to
the Oconee County landfill site and placed in the
scrap pile at no charge;
- Inert materials
(tree limbs, stumps, yard trimmings), if no
other solid waste material is mixed in, can be
dumped at the Oconee County landfill site. (Fee/wt.);
- Construction
and demolition debris can be taken to the
C&D Landfill in Crawford (U.S. 78). Also a
large roll-off container is available at the
Oconee County landfill site;
- For other types
of waste, or trash and debris too big for the Blue
Bag a large "roll-off"
container is available;
- The Oconee
County landfill site will accept scrap tires for a
fee;
- Burning
household garbage is prohibited in Georgia;
- If you see
someone littering or dumping along Oconee
County roadways please call Oconee County Code
Enforcement at (706)769-3907;
- All materials,
except white goods, that cannot be recycled or
reused have a disposal fee based on weight.

- Oil can be
recycled at the Oconee County landfill site
and Rankin Road collection site;
- Batteries: Used

Blue
Bag System
As
many of you know, federal regulations now require changes in
the disposal of our solid waste (garbage). Garbage must
be contained in a county approved "Blue
Bag"
to be accepted at a collection site.
The
Blue
Bags
cost $2.00 each. These bags are the only garbage bags
allowed at the collection center. The $2.00 bag fee
helps to pay the cost of garbage disposal at a state
approved landfill. The Blue
Bag is a
32 gallon plastic bag with the Oconee County logo imprinted
on the bag. These bags are available at area
retailers. Smaller bags (20 gal.) are available only
at collection sites for $1.00.
For
an alternative to using the Blue
Bag
system, contact a commercial hauler who will collect your
household garbage for a monthly fee.
Our
volume based Blue
Bag
system lowers monthly costs for citizens interested in
controlling their garbage disposal fees. Use of the Blue
Bag with
recycling is even more economical. Recyclables can be
disposed of free at any of the county collection sites.
Volume-based disposal is based on the simple idea that the
more garbage you create the more it will cost you to dispose
of it. THE $2.00 YOU PAY IS NOT FOR THE BLUE
BAG but
to help pay the disposal costs! The Blue
Bag
system lets you pay for ONLY the garbage that YOU create.
